1.      ABSOLUTELY NO DRAMA IS TOLERATED

 

2.     INAPPROPRAIATE POSTS.  Respect of other members is the key to the V-Twin Cruisers MC.  If we want to be a Family of  Riders, we need to get along with each other.  The following are guidelines for inappropriate posts.  Keep in mind this is a motorcycle club related page. If your post is not related to motorcycles or riding then it is subject to be removed.

 

a)     NUDITY:  We all know what that is. Porn, date sites and sex toys are not tolerated.  It also encompasses women leaning over bikes scantily clad, do this on your own Facebook page.

b)     POLITICAL POST:  Nothing political except for how it directly relates to motorcycle laws.  We do not support political parties or candidates.

c)     RELIGIOUS POSTS:  People are from all walks of life and don’t necessarily believe the same as others. Although we welcome prayer for our brothers and sisters, Christian motorcycle club event posts or religious post of a lost love one on this page, religious videos and posts will be removed.

d)    LANGUAGE:  The F-bomb and vulgar language is not tolerated and will be removed.

e)     RUDENESS:  Bashing of other members will not be tolerated.  Nor bashing of their choice of ride, religion, politics, or sexual orientation, this is disrespectful and won’t be tolerated.

3.     FUNDRAISING:  We ask that you contact your chapter administrator or president before asking for donations for a person or a cause to be deposited in a GOFUNDME page or Paypal account.  “Proof of need will be verified before it is allowed to be posted to any V-Twin Cruisers MC page.  Any donations solicited without discussing with administrator or your chapter President first will be removed from the page.

4.     ADVERTISING:  If a product or service is motorcycle related, it qualifies to be on the page. Limit posts to once a week.  Some examples of acceptable advertising are as listed:  Leather, Biker Shops and Stops, Rally Owners,  Musicians who play at rallies,  Biker hangouts, Mom and Pops restaurants and café’s, cleaning products for bikes, rally vendors, Biker churches, club recruiting, etc.

 

Anyone violating these guidelines will be removed for 30 days by the Administrator, President, Vice-President of the I.C.P.

ARTICLE 4: MEMBERSHIP-- A
 ALL applicants will have a minimum 90 day trail period.  After a minimum of 90 days and with completion of all other requirements, such member has the option to become a full patched in member if accepted at that time by the Chapter Executive Committee.

ARTICLE 4: MEMBERSHIP-- C
 Warren Chapter will not accept “Full Membership Family/Max Four Members.  Warren Chapter will continue to accept 1. Full Membership/Single 2. Full Membership Couple/Spouse/Significant Other  and 3. Associate Membership

NOTE TO WARREN CHAPTER
 V-Twin Cruisers MC Warren Chapter will follow the NATIONAL BYLAWS unless otherwise set forth in this Amendment.  The Warren Chapter EC, along with its members in good standing reserves the right to make future changes/amendments to these ByLaws with the approval of the National EC if it becomes necessary.

ARTICLE 1: NAME OF ORGANIZATION
V-Twin Cruisers MC A Family of Riders 


ARTICLE 2: TRADEMARK
The trademark consisting of the name “V-Twin Cruisers MC A Family of Riders” and the eagle, stars & stripes, and motor shall henceforth be referred to as colors or back patch, and is a registered trademark owned by the founder Vernon Stroker Hall of the National EC of the Northeast Ohio Founding Chapter of V-Twin Cruisers MC 


ARTICLE 3: PURPOSE AND OBJECTIVE 
Section 1. Purpose
a. Our sole purpose is to have fun and enjoy riding motorcycles with like-minded motorcycle enthusiast, no matter what type of bike they ride, (American, European, or Metric). To unite people in the common interest of riding, road trips, rallies, poker runs and having fun on the open highway.
Section 2. Objective
a. To promote fellowship between riders and members of other clubs. To develop better and more enthusiastic relations between motorcyclist and the general public.
b. To pursue, promote, and help in protecting the interest and safety of motorcyclist and encourage highway safety.
c. To promote advocacy and education concerning biker’s rights in supporting the AMA, MRF, ABATE, NCOM and other motorcycle rights groups.
d. To support Law Enforcement, Firefighters, and Military motorcycle clubs whenever possible.
e. To sponsor and promote organized bike events, raise money for charities, and help support our fellow chapters whenever possible.


ARTICLE 4: MEMBERSHIP
A. Full Membership/Single
1. To obtain a full membership/single, candidate shall be a minimum of 18 years old and an insured licensed owner of a motorcycle that can safely maintain highway speed. Submit a written club application with all pertinent information included along with a signed waiver forum. Applicant shall also submit initial chapter fees (according to their chapter) if any, payable with application.
2. Upon initial payment and acceptance of V-Twin Cruisers MC Chapter By-Laws, new candidate will be accepted into the V-Twin Cruisers MC on a maximum 90-day or less trial (according to their chapter). The new candidate member must attend at least 3 club rides with one being at least a minimum of 60 miles during his/her trial period. During this trial period new candidate will ride in the back of the group and be observed by one of the chapter officers on their riding experience.
3. After the 90-day or less trial period (according to their chapter) such member has the option to become a full patched in member if accepted at that time by the Chapter Executive Committee.
4. Full Members must ensure that their address, telephone number and email are current with their chapter at all times.
5. Full members in good standing will be notified of renewal approximately 30 days prior to expiration of their membership. If a member does not renew his/her membership within 60 days of expiration of their membership, the privilege to renew at the renewal date and the rights to their original membership number may be considered forfeited. A new application for full membership/single will have to be submitted.
6. V-Twin Cruisers MC will not discriminate against any individual for sex, race or religion. Membership in V-Twin Cruisers MC is non-assignable under any condition or circumstance, without the approval of the National EC of the Northeast Ohio Founding Chapter of V-Twin Cruisers MC.

B. Full Membership Couple / Spouse / Significant Other 
1. To obtain a full membership couple, spouse or significant other, applicants shall be a husband and wife or significant other. Both applicants must be a minimum of 18 years of age and a minimum of one insured license owner of a motorcycle that can safely maintain highway speed. Submit an official club application with all pertinent information included along with signed waiver forms. Applicants shall also submit initial chapter fees (according to their chapter) if any, payable with application.
2. Significant other is defined as a couple who live together or are dating. Upon initial payment and acceptance of V-Twin Cruisers MC Chapter By-Laws, applicants will be accepted into the V-Twin Cruisers MC on a maximum 90-day or less trial period (according to their chapter). The new applicant member who owns the motorcycle and significant other must attend at least 3 club rides with one being at least a minimum of 60 miles during his/her trial period. During this trial period new applicant will ride in the back of the group and be observed by the Safety Director or one of the other chapter officers on their riding experience.
3. After the 90-day or less trial period (according to their chapter) such members have the option to become a full patched in member if accepted at that time by the Chapter Executive Committee.
4. Full Members must ensure that their address, telephone number and email are current with their chapter at all times.
5. Full members in good standing will be notified of renewal approximately 30 days prior to expiration of their membership. If members do not renew his/her memberships within 60 days of expiration of their memberships, the privilege to renew at the renewal date and the rights to their original membership numbers may be considered forfeited. A new application for full membership/couple will have to be submitted.
6. Upon couple separation, or death of the significant other, and if the significant other does not own a motorcycle it will be up to the chapter EC if the significant other keeps their Full Membership status or if an Associate Membership application will have to be submitted, unless separated couple is a Life Member then no action will be taken or required.
7. Personal relationship issues shall not reflect negatively upon V-Twin Cruisers MC. If for reason it does, it may become reason for removal of one or both members from the club, under the By-Laws Article 14 and Article13, A1. Section e unbecoming of a V-Twin Cruiser.
8. V-Twin Cruisers MC will not discriminate against any individual for sex, race or religion. Membership in V-Twin Cruisers MC is non-assignable under any condition or circumstance, without the approval of the National EC of the Northeast Ohio Founding Chapter of V-Twin Cruisers MC.


C. Full Membership Family/ Max Four Members/ Optional for Chapters
1.  To obtain a full membership family, candidates shall be a minimum of 18 years old and a insured license owner of a motorcycle that can safely maintain highway speeds. Submit a written club application with all pertinent information included along with signed waiver forms. Applicants shall also submit initial chapter fees (according to their chapter) if any, payable with application.
2. Qualifying siblings must be single, minimum 18 and under the age of 24 and living at home.
3. Upon initial payment and acceptance of V-Twin Cruisers MC Chapter By-Laws, candidates will be accepted into the V-Twin Cruisers MC on a maximum 90-day or less trial (according to their chapter).
4. After the 90-day or less trial period (according to their chapter) such members have the option to become a full patched in member if accepted at that time by the Chapter Executive Committee.
5. Children of members under 18 years of age qualify as a Jr. Cruiser.  Their parents or guardians may purchase a special patch designed for them to wear.  They are not permitted to wear the official V-Twin Cruisers MC back patch, front membership patch or wings until they reach the age of 18 and apply for membership. (Amended 3/28/16)
6. Full Members must ensure that their address, telephone number and email are current with their chapter at all times.
7. Full members in good standing will be notified of renewal approximately 30 days prior to expiration of their membership. If members do not renew his/her memberships within 60 days of expiration of their memberships, the privilege to renew at the renewal date and the rights to their original membership numbers may be considered forfeited. A new application for full membership/family will have to be submitted.
8. Upon sibling ineligibility for full membership/family, new applications for full memberships will have to be submitted.
9. V-Twin Cruisers MC will not discriminate against any individual for sex, race or religion. Membership in V-Twin Cruisers MC is non-assignable under any condition or circumstance, without the approval of the National EC of the Northeast Ohio Founding Chapter of V-Twin Cruisers MC

D. Associate Membership
1.  Candidate must be minimum 18 yrs old and be sponsored by a regular full member in good standing or at the discretion of Chapter Executive Committee. Submit a written club application with all pertinent information included along with a signed waiver form. Applicant shall also submit initial chapter fees (according to their chapter) if any, payable with application.
2. Upon initial payment and acceptance of V-Twin Cruisers MC Chapter By-Laws, candidate will be accepted into the V-Twin Cruisers MC on a maximum 90-day or less trial (according to their chapter).
3. After the 90-day or less trial period (according to their chapter) such members have the option to become a full patched Associate member if accepted at that time by the Chapter Executive Committee.
4. Associate Members will wear the Associate Patch on the front area of their vest.
5. Associate Members are members who support the club and want to take an active part in it but do not ride.
6. Associate Members need not own a motorcycle.
7. Associate Members are ineligible for officer elected or appointed positions.
8. Associate Members have no voting privileges.
9. Associate Members may be part of and encouraged to be a part of subcommittees.
10. Associate Members must ensure that their address, telephone number and email are current with their chapter at all times.
11. All associate members in good standing will be notified of renewal approximately 30 days prior to expiration of their membership. If a member does not renew his/her membership within 60 days of expiration of their membership, the privilege to renew at the renewal date and the rights to their original membership number may be considered forfeited. A new application for membership will have to be submitted
12. V-Twin Cruisers MC will not discriminate against any individual for sex, race or religion. Membership in V-Twin Cruisers MC is non-assignable under any condition or circumstance, without the approval of the National EC of the Northeast Ohio Founding Chapter of V-Twin Cruisers MC.

E. Dual Membership
1. Members can not be a member of another MC, RC, MA, or any other motorcycle related groups or organizations without the approval of the chapters (EC) Executive Committee.
2. If a dual membership has not been made knowledgeable or approved by the chapters (EC) Executive Committee, said member will be given the choice to either relinquish their membership of the other club or relinquish their membership with V-Twin Cruisers MC.
3. Any member holding dual membership in an MC, RC, Association cannot hold an office in V-Twin Cruisers MC.
4. Dual Membership is acceptable and does not apply for Motorcycle Rights Organizations such as the (AMA, A.B.A.T.E., MRF, NCOM) or branded clubs such as (HOG, STAR, Kawasaki, Honda, Indian) or military organizations such as (Amvets, Legion Riders, Patriot Guard Riders). Members in these organizations can hold an office in V-Twin Cruisers MC and with the approved organization as long as they have the approval of their chapters (EC) Executive Committee. In no way should their membership in another organization effect their duties as an officer of V-Twin Cruisers MC.

F. Life Time Membership (Optional for Chapters)
1. Any chapter member who maintains any combination of a full membership/single, a full membership/couple, a full membership/family, an associate membership, active in good standing for a period of ten (10) consecutive years shall qualify as a Life Time Member.
2. To qualify for lifetime membership, one must either pay dues, or reapply for membership consecutively for 10 years. (Amended 3/28/16)
3. Life Time Members after ten (10) consecutive years will no longer have to pay membership dues.
4. Life Time membership will entitle the individual to retain the V-Twin Cruisers MC Colors in the event of retirement from the V-Twin Cruisers MC while in good standing. Should member later decide to join a new club, he/she will have to return their colors to their old chapter or National.
5. Life Members who transfer to another chapter will keep their Life Member status.
6. Life Members Retired
a. Life Members Retired from V-Twin Cruisers MC will no longer have access to V-Twin Cruisers MC National page or their past chapter Facebook pages, or web sites that are closed to the public.
b. Life Members Retired will no longer have voting rights within the club.
c. Life Members Retired can attend V-Twin Cruisers MC events and rides.
d. Life Members Retired from V-Twin Cruisers MC will no longer be allowed or have the right to wear or display their colors in public.

 ARTICLE 5: EMERGENCY SERVICE MEMBERS 

A. The Emergency Service recognizes club members who serve in the community as first responders with Emergency Services Patches.
1. First Responder: A first responder is a person who arrives first at the scene of an accident, who may be a passer-by, citizen volunteer, or may be members of other agencies such as the police, fire department, EMS or search and rescue who have medical training – commonly CPR, basic first aid, and AED (Automated external defibrillator) use.
2. Certified First Responder: is a person who has completed a course and received certification in providing pre-hospital care for medical emergencies.

A. Qualifications:
1. Paramedic / (EMT-P) (CCEMTP), Doctor, Nurse / (RN/LPN), Tech, Firefighter, Law Enforcement, Security or any first responder job.
2.  Certification in (BSA) or Basic First Aid, (BLS) or Basic Life Support or (ALS) Advance Life Support

B. The goals of V-Twin Cruisers MC Emergency Service members are:
1. To reduce injuries and fatalities to motorcyclists at the scene of a motorcycle crash
2. To reduce rescuer injury at the scene of a crash.
3. To enhance the effectiveness of the EMS by having trained bystanders tend to the injured until professional help arrives.
 
C. P.A.C.T. is a simple formula taught by (ASM) Accident Scene Management recognized by the AMA, ABATE, and the Motorcycle Safety Foundation to make recall of basic information easier.
1. P = Prevent Further Injury
2. A = Assess the Situation
3. C = Contact the EMS
4. T = Treat the injured with Life Sustaining Care using the ABCSS of trauma
 
D. Good Samaritan Law: the state of Ohio claims NO PERSON SHALL BE LIABLE under Section 2305.23 Liability For Emergency Care when giving help during an accident. Check your state for the Good Samaritan Law in regard to article 3 D.

ARTICLE 6: MEMBERSHIP IN GOOD STANDING
A. Requirements for membership in good standing
1. Must be a fully patched member
2. Yearly membership dues if any must be paid in full or reapply for membership yearly.
3. Must comply with By-Laws.
4. Must be supportive of V-Twin Cruisers MC chapter activities and events whenever possible.
5. Must ensure that their address, telephone number and email are current with their chapter at all times.


ARTICLE 7: CLUB PATCHES
1. The V-Twin Cruisers MC name and logo are trademarked and the soul property of Vernon Stroker Hall founder of V-Twin Cruisers MC and the original Northeast Ohio Founding Chapter. Club logo and patches are intended for use of all Chartered Chapters of V-Twin Cruisers MC, and members in good standing, and are not to be used for personal financial gain of any kind. Those found to be in violation of the club policy for the use of the Trademark explained in these By-Laws, will be subject to club dispensary action, and have their activities reported to the IRS for further review by Federal Law. Vernon Stroker Hall and V-Twin Cruisers MC National will defend its Trademark per the guidelines of the Federal Government.
2. Upon receipt and acceptance of application by their V-Twin Cruisers MC chapter, candidate(s) will receive a valid full membership or associate membership number, their initial 3” inch Membership patch, and small front vest chapter rocker patch, and associate membership patch if applicable. Considered an integral part of this application.
a. After trial period and upon Executive Committee acceptance, the new candidate may lease his/her Large chapter rocker, MC Wing, and full V-Twin Cruisers MC back patch.
b. All V-Twin Cruisers MC patches are leased patches, including the Membership patch and are not purchased or for sale and shall be the property of V-Twin Cruisers MC.
c. All leased V-Twin Cruisers MC patches shall be returned with no refund within (30) days upon leaving or expulsion from V-Twin Cruisers MC
3. Placement of patches are not mandatory but uniformity in part is appreciated by its membership.
a. Full back patches or Colors shall be worn on the back center of vest.
b. MC Wing patch shall be worn on the back of the vest, either above the full back patch or below it.
c. Large area or state rockers shall be worn below the full back patch.
d. Membership, small area rocker and Life Membership patch shall be worn on the front right.
e. Officer patches shall be worn on the front left.

ARTICLE 8:  EXECUTIVE COMMITTEE  
A. National Executive Committee
1. National Executive Committee officers will be made up of Life Members from V-Twin Cruisers MC Northeast Ohio Founding Chapter assigned by the National Founder.
2. They will be responsible for overseeing all chartered chapters, in seeing that the founding values and By-Laws of V-Twin Cruisers MC are upheld.
B. Chapter Executive Committee Officers
1. Chapter Executive Committee is made up of five (5) officers whose members shall be the President, Vice-President, Treasurer, Membership Director, and Secretary. The office of Secretary may be substituted with another office of the President’s choosing from appointed officers if the office of Secretary is not needed. The new office will become an elected office in the chapter By-Laws.
2. The office of President, Vice-President, Treasurer, and Membership Director are mandatory offices.
3. All officers are required to wear their club colors when attending V-Twin Cruisers MC runs, events and meetings.
4. All officers can not hold another office in an organization that causes conflicts with their duties as an officer in V-Twin Cruisers MC.
5. All officers can only hold one Executive Committee office with exception to;
a. Each Chapter President and Vice President being a member of the I.C.P.
6. No more than two (2) Chapter Executive Committee Officers shall be related in any way.

C. Executive Committee Duties Shall Be
1. To act in all matters ordered by a majority vote of their chapter membership.
2. Properly investigate and present to club all business or important activity situations.
3. To have general control over all club affairs.
4. To act in the best interest of the club.
5. To audit the Treasurer once (1) a year in the month of February

ARTICLE 9:  CHAPTER OFFICERS ELECT 

A. Officers
1. No officer (elected or appointed) shall neither receive nor grant special favors, solicit personal gifts, or receive benefits for performance of V-Twin Cruisers MC business matters. Nor shall an officer utilize V-Twin Cruisers MC, its name, its emblems or logos, or its affairs for personal gain or profit of any sort. Under no circumstance should an official of V-Twin Cruisers MC, whose personal business or financial problems reflect negatively upon V-Twin Cruisers MC, be allowed public association or public exposure with V-Twin Cruisers MC. Should that situation exist, that member will be asked to resign any official V-Twin Cruisers MC position.

B. President Elect
1. The duties of the President shall consist of, but are not limited to, presiding over Executive Board meetings, supervising all activities, representing the organization in matters outside the organization, assisting all officers in their duties, maintaining working relationships with other groups, overseeing and coordinating policies and guidelines that will promote the organization, it’s membership, motorcycle safety and to enhance and maintain the enthusiasm of motorcycling throughout V-Twin Cruisers MC.
2. The office of President is an elected office, decided by popular vote of the membership in accordance with the election guidelines set forth in article 11.
3. The term of the President shall have no limits on the amount of years served, or until their chapter membership feels a new President needs to be elected, in accordance with Article 12.

C. Vice President Elect:
1. The duties of the Vice-President shall consist of, but are not limited to, assisting the President, all committees, and performing all duties of the President in his/her absence.
2. The office of Vice-President is an elected office, decided by popular vote of the membership in accordance with the election guidelines set forth in article 11.
3. The term of Vice-President shall have no limits on the amount of years served, or until their chapter membership feels a new Vice President needs to be elected, in accordance with Article 12

D. Secretary Elect:
1. The duties of the Secretary shall consist of, but are not limited to, handling the production of all of the organization’s correspondence, and special reports, recording and forwarding copies of the Executive Committee meetings minutes to the President and others as needed. Helping with the duties of the Membership Director as needed.
2. The office of Secretary is an elected office, decided by the popular vote of the membership in accordance with the election guidelines set forth in article 11.
3. The term of Secretary shall have no limits on the amount of years served, or until their chapter membership feels a new Secretary needs to be elected, in accordance with Article 12.

E. Treasurer Elect:
1. The duties of the Treasurer shall consist of, but are not limited to, collecting moneys due to the club, maintaining clear and accurate records, using the organization’s funds to pay all debts, which are a matter of the organization’s business, and to present a financial report upon request and an annual financial statement for publication.
2. For the office of Treasurer, the EC looks at and approves with a majority vote of the EC the best-qualified candidates to run for that office of Treasurer. If they are not approved by the EC, then they cannot run for that office.    (Amended 8/9/16)
3. The office of Treasurer is an elected office, decided by the popular vote of the membership in accordance with the election guidelines set forth in article 11.
4. The term of Treasurer shall have no limits on the amount of years served, or until their chapter membership feels a new Treasurer needs to be elected, in accordance with Article 12.

F. Membership Director Elect:
1. The duties of the Membership Director shall consist of, but are not limited to, maintaining accurate and up to date records of all members, collection of dues to be forwarded to the Treasurer and mailing of membership kits to new members in a timely reasonable fashion.
2. The office of Membership Director is an elected office, decided by the popular vote of the membership in accordance with the election guidelines set forth in article 11.
3. The term of Membership Director shall have no limits on the amount of years served, or until their chapter membership feels a new Membership Director needs to be elected, in accordance with Article 12.

ARTICLE 10:  CHAPTER OFFICERS APPOINTED

A. Sergeant-At-Arms / Appointed:
1. The office of Sgt-At-Arms shall be responsible for the checking of the welfare of all member’s bikes in the parking area while at group gatherings, poker runs and other such events and may assign assistance by other volunteering members.
2. To help in maintaining order for the group and to help the Safety Director by taking action at once if there is a rider, who for whatever reason, is not riding within a safe and orderly fashion, as to possibly cause a serious accident to the group or another individual.
3. The office of Sgt-At-Arms is an appointed position. The Executive Committee upon the request of the President appoints the office and the term of office shall be dependent upon the decision of the Executive Committee or at such time when a new officer is needed to fill that position.

B. Safety Director / Appointed:
1. The duties of the Safety Director shall consist of, but are not limited to, overseeing the safety of group rides, informing members of safety issues while riding as a group or individual.
2. The office of Safety Director is an appointed position. The Executive Committee upon the request of the President appoints the office and the term of office shall be dependent upon the decision of the Executive Committee or at such time when a new officer is needed to fill that position.
C. Road Captain / Appointed:
1. The office of the Road Captain shall consist of, but not be limited to, leading group rides whenever possible, assisting club members, organizing club rides, pre-plan travel routes for trips, runs, etc., and lead these rides in a safe and orderly fashion.
2. Position of Road Captains will be Head Road Captain, Lead Road Captain, Wingman, Sweeper and Tail Gunner.      (Amended 5/31/16
3. The office of Road Captain is an appointed position. The Executive Committee upon the request of the President appoints the office and the term of office shall be dependent upon the decision of the Executive Committee or at such time when a new officer is needed to fill that position.

Road Lieutenant / Appointed:
1. The office of Road LT shall consist of, but not limited to, assisting Road Captains whenever possible, assisting club members on rides, helping to organize club rides and pre-planning travel routes for trips, runs, etc., and assist in making rides as safe and orderly as possible.
2. The office of Road Lieutenant is an appointed position. The Executive Committee upon the request of the President appoints the office and the term of office shall be dependent upon the decision of the Executive Committee or at such time when a new officer is needed to fill that position.

D. Area Coordinator / Appointed:
1. The duties of the Area Coordinator shall consist of, but not be limited to, promoting the club, assisting club members, promoting dealer relations, organizing local club rides in their area, and helping to ensure that members are aware of any club events or bike nights that may be going on.
2. The office of Area Coordinator is an appointed position. The Executive Committee upon the request of the President appoints the office and the term of office shall be dependent upon the decision of the Executive Committee or at such time when a new officer is needed to fill that position.

E. Dealership Director / Appointed:
1. The duties of the Dealership Director shall consist of, but are not limited to, maintaining accurate and up to date records on all dealers associated with V-Twin Cruisers MC, maintaining club interaction between dealers and the club, and to actively supervise the recruitment of new dealers and their support.
2. The office of Dealership Director is an appointed position. The Executive Committee upon the request of the President appoints the office and the term of office shall be dependent upon the decision of the Executive Committee or at such time when a new officer is needed to fill that position.

F. Newsletter Editor / Appointed:
1. The duties of the Newsletter Editor shall consist of, but are not limited to, publishing all notices and information as required by the Executive Board and the organization’s Governing Policies and Guidelines and publishing and mailing the organization’s bi-monthly newsletter in a timely and reasonable fashion.
2. The office of Newsletter Editor is an appointed position. The Executive Committee upon the request of the President appoints the office and the term of office shall be dependent upon the decision of the Executive Committee or at such time when a new officer is needed to fill that position.

G. Webmaster / Appointed:
1. The office of Web Coordinator shall be responsible for setting up, overseeing and operating the clubs web site.
2. The office of Web Coordinator is an appointed position. The Executive Committee upon the request of the President appoints the office and the term of office shall be dependent upon the decision of the Executive Committee or at such time when a new officer is needed to fill that position.

ARTICLE 11:  CHAPTER OFFICER ELECTIONS  

A. Election of Officers
1. Elections shall be held for the offices of President, Vice-President, Treasurer, Membership Director, and Secretary (or Secretary Replacement) at any time, when two thirds (2/3) of their chapter membership feels that one/or all of the above offices are not doing their job and need to be replaced by a new officer.
2. If an officer is removed for any reason, that office becomes open for elections.

B. Nominations
1. Nomination of members running for office must be full members in good standing.
2. Members who are nominated will be notified in writing or by email by the Secretary or Membership Director.
3. Nominees must respond in writing or by email accepting or declining their nomination within 14 days.
4. All accepting letters will be put on a ballot.

C. Ballots
1. Ballots will be mailed out or emailed by their chapter Secretary or Membership Director to the membership, listing those members running for office.
2. Ballots may be returned by mail or in person.
3. All returned ballots must have a valid membership number to be counted.
4. Those ballots being mailed are to be mailed back to the “Membership Director” who will black out the return address.
5. The words “Ballot Enclosed” must be written on the outside of the envelope or at the top of the email.
6. Ballots without a membership number or with an invalid membership number shall be voided.
7. If a ballot is found with a duplicate member number, only the first ballot with that number will be counted.
8. The Membership Director and three members who are not running for office shall count the ballots.
9. These four members shall be the only ones present at the counting of the votes.
10. He/she will cross reference the member numbers on the ballots with a current list of valid membership numbers only, no names.
11. All ballots must be submitted within 30 days after receipt.
12. All elections will be by popular vote of all collected ballots.
13. Announcements of the elections results shall be made public to all members by home mail or by email.
14. New officers will take office ASAP.
15. Appointed officers by the President do not apply to club elections.

ARTICLE 12:  REMOVAL OF CHAPTER OFFICER

A. Removal of Elected Chapter Officer
1. Elected chapter officers may be voted out of office if they are not performing duties consistent with their office, for the reason of misconduct within their office, or for not performing within the goals of the V-Twin Cruisers MC. All accusations must be made to their chapter Executive Committee in writing, or email with member’s name, and membership number.

2. Any elected chapter officer accused of non-performance or misconduct of his/her office shall have the right to plead their case before their chapter Executive Committee, and a forum of members. The forum of selected members in the amount of (4-12) depending on the size of the chapter shall be randomly selected from a pool of that chapter’s membership.
A) The pool of randomly selected members must be ones in good standing with the club, and not involved with the situation at hand if at all possible.
B)  A list of the chosen members for these proceedings must be given to those accused and the chapters E.C. for review. At this time if either party feels that a member is not suited to hear the case, and should not be seated, they can call for the removal of said member and randomly pick another as soon as possible. Both the E.C. And the accused may refuse up to 2 potential jurors, and replace them by randomly drawing from the pool of names.
C) The pool of randomly selected members MUST be chosen by, and contacted by the chapters EC after all members of the pool have been agreed upon by both parties. This must be done as soon as possible.
D) It is asked that all members who are picked, participate in the proceedings. But if for some reason a member who has been chosen and qualifies cannot make the proceedings, another one shall be randomly chosen to take their place. Again, this will be done by the E.C. of the chapter, and will have the same stipulations as section B.
E) After the pool of members have been agreed upon, (which should not take any longer than a few days) A minimum of a 2-week notice MUST be given to everyone, on when and where the meeting will be held. This meeting is a CLOSED meeting, and should only be attended by the E.C., the accused and the seated forum that will hear the case. No other outside influences should be allowed.

3. Only one family member from anyone involved, either from the board, or the member in question may be seated for these proceedings. If there are 2 family members on the EC, one must be excused from the proceedings at EC’s choice.

4. If elected chapter officer chooses not to plead his/her case it will be accepted as a plea of guilty and he/she will be removed from office immediately.

6. All accusations must be made to their chapter Executive Committee in writing, or email with member’s name, and membership number.

7. After all sides, have been heard, the chapter EC, and those members selected must agree by majority vote as to the action to be taken. Removal, suspension, or nothing at all.

8. This vote will be done by hand written ballot, it will then be folded, and past to the president, or vice president depending, for a count and will be verified by another EC member.

9. If the forum does not vote for the removal of the accused chapter officer, then said officer should retain their position on the EC board.

10. These proceedings are ONLY for removal from office, and nothing else. If voted off the EC board, the person in question may retain their current membership, or if they so desire, they may leave the club on their own accord.
 
11. An impeached chapter elected officer’s position may be filled by an appointment of their Chapter Executive Committee (who must meet Article 15 qualifications) and the appointee will fill their chapter office till election of new chapter officer takes place. Their chapter Executive Committee must approve the appointee by a majority vote. The only exception to appoint will be for their chapter office of President, in which case their Vice-President shall continue the duties of chapter President until an election takes place for a new President.

B. Removal of Appointed Chapter Officer
1. The chapter Executive Committee can demand the resignation of any of their chapter appointed officer who has been accused of misconduct or not performing duties consistent with their office and /or the goals of the V-Twin Cruisers MC.
2. The accused chapter appointed officer shall have the right to plead his/her case before their chapter Executive Committee at the next regular officers meeting.
3. If chapter appointed officer chooses not to plead his/her case it will be accepted as a plea of guilty.
4. All accusations must be presented to their chapter Executive Committee in writing.
5. After all parties concerned have been heard, their chapter Executive Committee must agree by majority as to the action to be taken.


ARTICLE 13: REMOVAL OF CHAPTER MEMBERSHIP 

A. Membership Removal
1. The chapter Executive Committee can demand the resignation of any membership (full membership/single, full membership/couple, full membership/family, or associate membership) to their chapter who has been accused of, but not limited to;
a. Habitually violating Governing Policies and Guidelines, and their Chapter By-Laws.
b. Non-payment of chapter membership dues.
c. Operation of a motorcycle in a reckless or unsafe manor upon a public highway.
d. Violating State/Province, Federal Laws, committing criminal offenses, unsafe or bad conduct that brings discredit to the V-Twin Cruisers Motorcycle Club.
e.  Misconduct or non-becoming of a V-Twin Cruiser and /or not upholding the values of the V-Twin Cruisers Motorcycle Club.
2. The executive committee holds the right to take immediate temporary removal action, if they feel it is necessary at the time to protect the club and or its members. This does not in any way take away the right of the member to fare removal process. The member in question will still have the right to plea their case by due process if they so choose too.
3. The accused chapter member shall have the right to plead his/her case before their chapter Executive Committee and a forum of randomly selected members during an officers meeting.
4. The forum of selected members in the amount of (4-12) depending on the size of the chapter shall be randomly selected from a pool of that chapter’s membership.

7. If the accused chapter member chooses not to plead his/her case it will be accepted as a plea of guilty.
8. All accusations must be presented to their chapter Executive Committee in writing or email with name and membership number.
9. After all parties concerned have been heard, the chapter Executive Committee, and those members selected must agree by majority as to the action to be taken, removal, suspension, or nothing at all.
10. This vote will be done by a hand-written ballot, it will then be folded, and past to the president or vice president, for a count and will be verified by a member of the EC.
11. If the forum does not vote for the removal of the accused chapter member, then said chapter member shall remain a member.
12. ALL VOTES ARE FINAL! There is no appeal process.

ARTICLE 14: CONDUCT UNBECOMING
A. Conduct Unbecoming of a V-Twin Cruisers MC
1. Conduct on the part of a member or officer that is contrary to the interests or conduct of V-Twin Cruisers MC or which harms the standing of the V-Twin Cruisers MC in the eyes of the public.
2. Conduct could be hostile, harmful, dishonesty, depravity, unfriendly, injurious in tendency or influence that brings discredit to the V-Twin Cruisers Motorcycle Club.
3. Violating State/Province, Federal Laws, committing criminal offenses.


ARTICLE 15: MEETINGS 

A. Chapter Membership Meetings
1. No weekly or monthly mandatory chapter membership meetings.
B. Chapter Officer Meetings
1. Officer meetings will be those meetings called by the President or other elected officers for the purpose of proposing improvement in V-Twin Cruisers MC matters and will be attended by all elected officers.
2. Two-week notice shall be given when calling a meeting together.
3. Officer meetings can be scheduled monthly if desired.
4. All officer’s meetings are open to the membership, to any member who wishes to attend.

C. Chapter Annual Meeting
1. An annual chapter Officers meeting shall be held in the First Quarter of each year at a time and place selected by the Executive Committee Officers.
2. A thirty-day (30) notice of the meeting place and time shall be posted.
3. The annual meeting is for the sole purpose of scheduling upcoming runs and events for the fiscal year.
4. All elected and appointed officers will attend the annual meeting.
5. The officers who are present will agree upon scheduled runs that are in the best interest of the club.
6. Any member may submit a scheduled run at the meeting, to an area Coordinator or any other officer to be voted on as an upcoming scheduled run for that fiscal year.
7. All scheduled V-Twin Cruisers MC. runs must have an officer or club member in good standing heading up the run with a specific meeting place and time.


ARTICLE 16: CHARTERED CHAPTERS   

Section A. General Description

1. V-Twin Cruisers MC – N.E. Ohio Founding Chapter National EC reserves the right to form Chapters throughout the United States and the world.
2. A Chartered Chapter is a body of regular and associate members of a geographical area that have joined together towards the enjoyment and support of the V-Twin Cruisers MC.
3. Membership in any Chartered Chapter will be dependent upon current membership of good standing with the V-Twin Cruisers MC.
4. A Chartered Chapter of the V-Twin Cruisers MC may elect to charter with the appropriate national or international motorcycle association of their choice (e.g. AMA, MRF, ABATE,). Said election requires a two-thirds (2/3) vote of approval by the chapter officers. Any other charter or association with any other organization will need the approval of the National president of the Founding chapter.
5. The Chartered Chapter will only use the V-Twin Cruisers MC logo in good taste and promote the V-Twin Cruisers MC By-Laws and Governing Policies and Guidelines.
6. V-Twin Cruisers MC – N.E. Ohio Founding Chapter National EC reserves the right to pull any chapter’s charter of V-Twin Cruisers MC for misuse and misconduct of the name V-Twin Cruisers MC
7. The Chartered Chapter agrees to cease and desist from all use of the V-Twin Cruisers MC name and logos upon loss of its Charter for any reason.

Section B. Chartering
1. Completed request to establish a new V-Twin Cruisers M.C. Chartered Chapter must be submitted in writing to the N.E. Ohio Founding Chapter National EC.
2. Upon formation a new Chapter will submit a New Chapter Charter Application form, to the National EC of the Founding Chapter of V-Twin Cruisers MC – N.E. Ohio, with a list of all Chapter officers stating individual name, and office held.
3. A minimum of five (5) members is required to start a new-chartered chapter, which will include a President, Vice-President, Treasurer, Membership Director, and a fifth officer of their choosing.
4. Upon the National Executive Board of the Founding Chapter of V-Twin Cruisers MC – N.E. Ohio granting of a Charter, a quarterly report shall be submitted the first year of its Charter to the National President stating the progress, activities, current member list and status of the Chapter.
5. An Annual report shall be submitted of its Charter to the National President stating activities, current member list and status of the Chapter.

ARTICLE 17: CHAPTER AUTONOMY 

Section A. Objective of Chapter Autonomy

1. Each new Chartered Chapter operates independently from the N.E. Ohio Founding Chapter and independently from all other chapters of the V-Twin Cruisers M.C. while still bound by the V-Twin Cruisers M.C. By-Laws.
2. Each chartered chapter is a non-profit chapter and is to operate as such.
3. Each chartered chapter is responsible for its own actions, conduct and is liable for any and all of their performed functions.
4. Chartered Chapters and/or their individual members do not pay annual dues or fees to the National EC of the Northeast Ohio founding Chapter.
5. Each chapter sets their own cost for annual membership dues.
6. Individual chapters are authorized to use the V-Twin Cruisers M.C. Colors name and logo to benefit their individual chapter, not any individual member(s). Use of the registered trademark must be done in accordance with the V-Twin Cruisers M.C. By-Laws.
7. The National EC of the Northeast Ohio Founding Chapter reserves the right to suspend or revoke the use of Colors (club back patch) or Logos, by any individual chapter or chapter members for violations of the V-Twin Cruisers M.C. By-Laws, violation of local, State/Province, Federal laws, criminal offenses or conduct that brings discredit to the V-Twin Cruisers Motorcycle Club.

ARTICLE 18: CHAPTER RESPONSIBILITIES 
Section A.  National EC shall:
1. Post the V-Twin Cruisers MC By-Laws for public viewing on the V-Twin Cruisers MC National Website or National Facebook page for all members and chapters to view.
2. Approve and authorize the formation of new V-Twin Cruisers Motorcycle Club Charter Chapters.
3. Make an announcement of new Charter Chapters to all other V-Twin Cruisers MC Chapters.
4. Procure and distribute all clothing items that display the V-Twin Cruisers MC Colors on the back of the item when these items are fashioned in such a way as to resemble V-Twin Cruisers MC Colors. Unless otherwise approved by the National EC for a chapter to do on their own.
5. Procure and distribute all V-Twin Cruisers MC patches. Unless otherwise approved by the National EC for a chapter to do so on their own.
6. Provide Certificate of Acceptance recognizing each V-Twin Cruisers MC Chartered Chapter.
7. Provide potential Chartered Chapter of V-Twin Cruisers MC with a New Chartered Chapter Application Form. Provide new Chartered Chapters with By-Laws, and steps to obtain a charter to the AMA if they wish to become one as a chapter.
8. Revoke or suspend any V-Twin Cruisers Motorcycle Club Chapter that fails to maintain the integrity of the V-Twin Cruisers MC By-Laws.
9. Maintain a V-Twin Cruisers MC National website. The website shall include:
a. The names of each chapter and email addresses of the chapter’s Executive Committee and a link to their website if any.
b. A page with links to V-Twin Cruisers MC official documents and forms.
10. Maintain a roster of all Chapters Executive Committee officers.
11. All proposed amendments, revisions or new articles applying to the By-Laws shall be drafted by the National EC of the Northeast Ohio Founding Chapter of V-Twin Cruisers MC for review and approval of the I.C.P.


Section B.  All Chapters shall:
1. Sign a document indicating they agree to abide by and maintain the integrity of the V-Twin Cruisers MC By-Laws
2. Upon formation, the new chartered chapter will complete a New Charter Chapter Application Form, and submit it to the National EC of the Founding Chapter of V-Twin Cruisers MC of Northeast, Ohio which will include a list of all Chapter officers stating individual name, and office to be held.
3. A Chapter shall be comprised of no less then (5) officers
4. Upon the National Executive Committee of the Founding Chapter (V-Twin Cruisers MC of N. E. Ohio granting of a Charter, a quarterly report shall be submitted the first year of its Charter to the President stating the progress, activities and current member status of the Chartered Chapter.
5. An Annual report shall be submitted of its Charter to the National President stating activities, current member list and status of the Chapter.
6. Be responsible for the proper conduct and licensing of any and all fundraisers, raffles, or events that raise monies for their chapters and do so in accordance with local, State/Province, and Federal laws.
7. Include the chapter name on all notices, flyers and calendar entries of events, fundraisers, raffles, etc.
8. A Chartered Chapter of the V-Twin Cruisers MC may elect to charter with the appropriate national or international motorcycle rights association of their choice (e.g. AMA, MRF, ABATE, NCOM). Said election requires a two-thirds vote (2/3) vote of approval by the chapter officers.
9. Require all chapter members to obey all local, State/Province and Federal laws and to never wear the 1% patch on their vest.
10. Use the most current edition of Robert’s Rules of Order to settle any procedural disputes which will prevail in all cases not in conflict with the V-Twin Cruisers MC By-Laws.
11. The Chartered Chapter agrees to cease and desist from all use of the V-Twin Cruisers MC name and logos upon loss of its Charter for any reason.
12. Dispose of all assets to a charitable organization if at such time their V-Twin Cruisers Motorcycle Club Chapter should disband. The said charitable organization must be recognized as exempt from Federal taxes under Internal Revenue Service Tax Code 501 C and should be identified in their Chapter Operating Policy. If at all possible we would like the assets to go to the Fallen Riders Memorial Fund in Cleveland, Ohio.


SECTION C. MINIMUM CHAPTER MEMBERSHIP    

1. Any chapter that has less than 5 members for any reason, except during the first year of their charter, must go on probation for 1 year, or until a new member can be added in that one year’s time.  The Chapter in violation of this will have no voting rights in ICP during their period of probation.
2. At the end of 1year probation, if the seat is not filled or a new member has not been added, that chapter must be absorbed into the nearest chapter of their choice as soon as possible.
3. The chapter that has been absorbed will have no vote under the absorption.
4. Being absorbed is in no way a removal of a charter from any chapter, and their charter will be reinstated as soon as said chapter meets the club requirements of 5 members per chapter.
5. No time limit on finding a member or members to fill the seat after absorption.


ARTICLE 19: EXPULSION OF A CHAPTER 

Section A.  Process of Expulsion

2. Any member who alleges that a chapter is conducting itself in a manner that conflicts with the V-Twin Cruisers Motorcycle Club By- Laws must send substantial proof of such allegations to the National President of the National EC of the N. E. Ohio Founding Chapter. The National Executive Committee will proceed with the possible expulsion as follows:
a. The National Executive Committee will investigate the allegations.
b. If the allegations cannot be substantiated a letter will be sent to the accused chapter President informing him of the allegations and that they cannot be substantiated.
c. The allegations will be provided to the chapter in question by means of an email. If there is no reply, a written notification in a certified letter with return receipt shall be sent. The accused chapter will have (30) thirty days to contest the accusations.
d. If the allegations can be substantiated, a two thirds 2/3 vote of the National Executive Committee of the N.E. Ohio Founding Chapter will be required to expel a chapter.
e. If the National Executive Committee of the N.E. Ohio Founding Chapter decides to expel a chapter, written notification by means of a certified letter with return receipt will be sent to the President of the expelled chapter indicating expulsion and the rationale thereof.
3. When formal expulsion from the V-Twin Cruisers MC is mandated, the expelled chapter will:
a. Cease and desist from the V-Twin Cruisers Motorcycle Club
b. Forfeit their colors, patches and any V-Twin Cruisers Motorcycle Club property to the National EC of the N.E. Ohio Founding Chapter within (30) days of expulsion notification.
c. Will have no right, title, interest or claim in any assets of the V-Twin Cruisers Motorcycle Club.
d. Relinquish any rights to a refund of fees or contributions by the expelled chapter to the National EC of the N.E. Ohio Founding Chapter) of V-Twin Cruisers MC.
e. Dispose of all assets to a charitable organization. The charitable organization must be recognized as exempt from Federal taxes under Internal Revenue Service Tax Code 501-C and should be identified in their Chapter Operating Policy.
4. The National EC will notify all V-Twin Cruisers MC chapters of the expulsion.
5. If the expelled chapter President fails to comply with the request to return any and all property owned by the National EC of the N.E. Ohio Founding Chapter within (30) thirty days, the National EC will file a criminal complaint with the state police of the expelled chapters location requesting larceny charges be filed against the chapter’s President and or its general membership. All charges for filing criminal charges will be charged back to the expelled chapter.
6. No members from that chapter may transfer during the time of the allegations to another chapter to escape the pending decision of the National EC of V-Twin Cruisers MC.


ARTICLE 20: INTERNATIONAL COMMITTEE OF PRESIDENTS  (ICP)           

1. The International Committee of Presidents shall be comprised of individual V-Twin Cruisers MC Chapter Presidents & Vice-Presidents and shall henceforth be referred as “ICP”.
2. The ICP shall meet bi-annually, once during the V-Twin Cruisers MC Rendezvous, once during the NEO V-Twin Cruisers MC Anniversary Party, to discuss and vote on pertinent issues and proposals and present their chapter’s vote on all validated proposed amendments to the V-Twin Cruisers MC By-Laws.
3. Excluding any proposal to change or modify the V-Twin Cruisers MC By-Laws, all motions, decisions or resolutions under consideration during the ICP meeting will be decided by a majority vote.
4. Each member of the ICP shall have an equal standing regardless of how many members he represents in his respective chapter. Each member of the ICP gets one (1) vote.
5. The ICP shall have no authority over any V-Twin Cruisers MC chapter.
6. The ICP member of the chapter hosting the annual Rendezvous shall preside over the ICP meeting.
7. In the event that multiple chapters host the annual V-Twin Cruisers MC Rendezvous together, the effect ICP members will decide which one of them will preside over the ICP meeting.
8. In the event that an individual chapter President or Vice-President is unable to attend the annual ICP meeting, he may designate an alternate member in good standing to cast votes on behalf of his chapter. The alternate may be designate by the President or Vice-President at any time prior to the beginning of the ICP meeting.
9. Any items of business that requires all chapters to vote on during any of the ICP meetings will be discussed and debated among those in attendance.  If the majority of chapters are not represented during these meetings, the vote will then be tabled until an official e-mail can be sent out to all chapters with the information to review, and if no changes or additions are needed, a vote will be called via e-mail. 10.  If in the event that any President, Vice-President or designated member of his/her chapter is not able to attend the annual ICP Rendezvous meeting, the said chapter will not be able to put a bid in on hosting the following years rendezvous location, nor will they be entitled to vote on it.

ARTICLE 21: AMENDMENTS
1. All proposed amendments, revisions or new articles applying to the By-Laws shall be drafted by the National EC of the Northeast Ohio Founding Chapter of V-Twin Cruisers MC. It then will be presented for review via e-mail to all presidents, and then must be accepted by a majority vote of the presidents via e-mail for amending.
2. All amendments and revisions to the By-Laws will be addressed at V-Twin Cruisers M.C. Annual Chapter Rendezvous, Annual Anniversary Party and I.C.P. Presidents page.
3. Only members of good standing shall address matters of policy.
4. V-Twin Cruisers MC shall be governed in all formal meetings by the parliamentary law as contained in the Robert’s Rules of Order.
